Oct. 13 BUSPH Public Health Forum: Roadmap to Health Care Reform
Join Stacy Kern-Scheerer, JD, MPH, assistant counsel with the U.S. Senate Office of the Legislative Counsel, as she presents the talk “Roadmap to Reform: The Legislative Process Behind Federal Health Reform” at the BUSPH Public Health Forum on Wednesday, October 13 at noon.

The U.S. Senate Office of the Legislative Counsel is the nonpartisan office of the Senate that drafts legislation for all senators and committees. Kern-Scheerer will outline the legislative procedure leading up to the enactment of the Patient Protection and Affordable Care Act and the Health Care and Education Reconciliation Act of 2010, two federal statutes signed into law to provide a number of new health care rights and benefits for Americans.
Her talk will offer a general overview of the legislative process in Congress and a discussion of the jurisdictional issues of various House and Senate Committees. She will also touch on how the House and Senate procedures differ, and why, as well as the meaning and limitations of the reconciliation process.
Kern-Scheerer specializes in drafting legislation relating to public health, food, drugs, and pensions. After graduating from Beloit College in 2000, she earned her MPH and JD from Boston University Schools of Public Health and Law. While at BU School of Law, she was the executive editor of the American Journal of Law & Medicine. In 2003, she was the Health Law and Bioethics Fellow in the Department of Health Law, Bioethics, and Human Rights at BUSPH.
